The following list shows Requests for Qualifications (RFQ)/Requests for Proposals (RFP) that have been issued by the Gulf Coast Rail District (GCRD). The GCRD has issued the following RFQ/RFP through its financial and contracting agent, the Port of Houston Authority (PHA).

All questions regarding submittal procedures should be directed to Mr. Curtis R. Rose, C.P.M., PHA Purchasing Manager at (713) 670-2460. Timely responses will be accepted by the PHA at the following addresses. Late submittals will not be evaluated.
